Where can I get empty templates in PSD for further HTML/CSS layout?

Are there empty templates for photoshop with only a structure, so that later you can fill it to fit your needs?

What's the point of this pattern then? I can't imagine (or rather, I can, but it's... strange) a PSD template without content, just with some kind of "background" design and stylistic accompanying elements.
Text, images (content, in general), their stylistic design (font size and color, width, distances and indents) - for the sake of convenient presentation of content, design is done on the web (and everywhere, in general).
If you want to have a set of templates to populate of your choice, then install WP locally and choose a theme for WP from its gigantic collections. Here you have a ready-made structure and filling in your information.

Someone's been doing this.
You can choose a template that suits your page layout
and remove unnecessary through Photoshop using the move tool and auto-select

If I understand the request correctly - by subscription HTMLAcademy - they send out templates for layout.
