Where can I get emails (list) of testers for testing (internal, closed) in the Google Play Console?

I made the first game, tested it with my testers. But the play-console was puzzled by the need to pass various tests (internal, closed, open), offering to enter lists of testers' addresses (up to 100). Where can I get these lists and how mandatory are these tests?

Testing is not necessary, you can immediately upload the release version. And the lists of addresses should just be the addresses of your testers, so as not to give them the game, but they could download it themselves in the store.
