Where can I get data for network configuration in CentOS 7, and how to connect remote access to a configured CentOS 7 server via ssh PuTTY?

Network setup in CentOS 7, and remote access to the configured server via ssh PuTTY.
The tasks are as follows:
1) Raise (configure) the server on CentOS 7 Minimal (this is for learning).
2) through PuTTY connect to this server remotely, so to speak, through the same computer.

Questions:
1) I need to set a static IP address and so on and so forth. How to ask, how to write what, where what commands - I know all this. Here is the question: my gray matter (brain) does not understand where the data comes from (ip, dns, gateway, etc., etc.) and what kind? where? look straight in windows in the control panel / networks and details? I watched so many videos, but I still didn’t understand properly: where do these IPs, gateway, dns come from when they are written to files. Where? It feels like they're making it up as they go along.
2) can't connect remotely via ssh to puTTY. I have read and tried so much, and it doesn’t work: network error connection refused

for understanding how and what works for me:
Here's how my network is organized: I have two routers (routers). An Internet cable from a pole is connected to one router (in short, directly), and another router is connected to it, well, to this router, to which an Internet cable is connected directly from a pole. To understand Router-1, this is the main one, so to speak (to which the Internet cable is connected directly from the pole) and Router-2 is a router to which a cable from Router-1 is connected to the Internet connector, and a computer, TV, etc. are connected to the other LAN connectors. One computer on which virtualbox is installed and CentOS 7 mini is already installed on it.

Figure yourself structure. Interesting nakua so? Or is the second router not a router, but just a switch? IP, mask and gateway are issued by one of the routers, you need to configure it so that it gives out the necessary data on the centos poppy (presumably in the VB settings - "network bridge"?) DNS can be specified by providers or 8.8.8.8
As for ssh - it is most likely not running. Open the console, go as root, start the sshd service. If it is not there (and this may be) - set up the network, install the service.
Typical admin work.
