There is general data on "decoding" vin - they can be seen on the same Wikipedia. And there is even more detailed with its own nuances for each specific manufacturer.
As a rule, the latter is the manufacturer's internal information and is available to a limited circle of official dealers (sometimes by paid subscription).
So, by virtue of the "hacking" tag, the only way is to take the trouble to collect broken systems from manufacturers, pick out "decryptions" from there and spend hundreds or even thousands of man-hours and then think "what should I do with this garbage now?" -))
