Where can I get a ready-made website like toster.ru?

I need an environment for communication for my project. I really like how it's done on this site.
Tell me, maybe there is something similar that you can download and modify. Or how much would such a development cost?
So far I don’t even know where to drip and if to order, then what to order. (=

A toaster is not a "environment for communication", but a Question-Answer service (FaQ, Q2A). For communication, a forum or social network is best suited.
There are a lot of FaQ engines (question2answer.org IMHO one of the best), forum ones too (both paid and free, both simple and fancy, with blackjack dominoes and courtesans :)). For social networks, what would be straight out of the box (like a forum or a fact) there is nothing good. Yes, it probably can't be.
And of course, there is no shortage of plugins for different engines either.

Well, in fact, this is a regular Q&A. It will take a maximum of a month to make it on some laravel. For any CMS there are a bunch of ready-made modules
