If a PC with an LPT port, then the simplest option is the " 5 wires " programmer.
There is a little more difficult for a hardware COM port (the one on zener diodes works fine ).
Buy any arduinka, fill it with the ArduinoISP sketch with standard tools and sew through the resulting programmer.
Where to buy - in any radio store available in your area that sells arduins.
If there is any "USB-lace" on the FT232, AVReal or AVRdude will probably do.
Buy an arduino, flash an ArduinoISP into it and use it as a programmer
