For all this, in addition to atlem studio, you need an ATmega 8 microcontroller, with which there are no problems, the problem is with a programmer that is not cheap, but I don’t have a soldering iron, you can wait for the summer and earn money for this miracle, but is there a place where you can buy it not very expensive and with little chance of being deceived

If a PC with an LPT port, then the simplest option is the " 5 wires " programmer.
There is a little more difficult for a hardware COM port (the one on zener diodes works fine ).

Buy any arduinka, fill it with the ArduinoISP sketch with standard tools and sew through the resulting programmer.
