Where can I get a map of Europe, Russia with highlighted countries?

I want to add a map to the site, where the countries I need will be highlighted, circled, where delivery is carried out.
Is there some sort of image generator or other solution?

Google Maps API and Yandex Maps API provide functionality for area selection.
Also, nothing prevents you from selecting an area and taking a screenshot, without connecting any libraries and services.
