Where can I get a domain name cheaply?

Hi all!

I want to get myself an email server (because I got a free vps and so why not try it) but here's the problem, I don't have any money at all, I have only 17 rubles in my hands now .... Maybe someone knows if it's possible to get a domain where then for that price? Let it be at least the lowest level, it's okay, anyway, I'm not going to compete with anyone, so the lowest level domains will do ...

For 17 rubles. registering a domain is unlikely.
And for the price of around one dollar - quite. Different providers often have different promotions with prices like $0.88, $0.99, etc. for the first year. Renewal - already at full cost.
For example, you can register .xyz, .bar, .buzz, and .rest domains right now with Sav for $0.69 for the first year.
On free domains, a mail server hardly makes sense - you will almost certainly need to get out of your skin so that letters from it do not automatically go to spam.
