Actually the problem is where to find the data?
There are no problems with the regions, cities and settlements themselves: there are kladr / fias, there are even paid APIs.
But with the districts, there is a dilemma: as far as I can see, FIAS has a structure, but in fact there is no data: at least, through the search , there is data only about Moscow and St. Petersburg. Or I'm wrong?
I just now see the only way out - to parse the same avito or contact (but there are no regions in the api) _...
