Where can I get a certificate to put a package on Nuget.org?

I want to publish a Nuget package to the public, but publishing requires a certificate. As far as I understand, code signing certificates cost around hundreds of bucks, but the list of Microsoft trusted centers aka.ms/trustcertpartners has government organizations and other centers where, in theory, you can get X.509 for free or cheaper.

Has anyone completed this quest while living in the Russian Federation? Did you pay for your kindness or did you manage to lay out the package for free?
