Set up a corporate XMPP chat and let users set up any clients.

Nobody needs such a program. Because the principle of building SMP (User Monitoring Systems - that's what such programs are called) is always the same: there is an agent installed on the user's computer and knocking on the server, there is a server that collects information and there is a monitoring console that clings to the server and actually monitors (in simpler systems, server and console are the same).
All this needs to be developed. And the agent needs to be made in such a way that it cannot be detected and removed and that Casper does not squeal in the voice of an anally raped pig :)
