Please explain the difference between a "discovery check" and a "discovery rule" when creating an action in the "Discoveries" menu of Zabbix.

You are really hard to understand. Are you setting up an Action where the event source is Discovery ?
If yes, then here:

1. Discovery rule - a rule based on which device discovery is organized;
2. Discovery check - the type of check inside the discovery rule (from the first point), such as a ping request or a telnet session.
