Essence of the question:
This is the task so that the program sorts the photos by tags, but at the same time the tags are generated by themselves.
I have not seen auto generation norms anywhere else, except in the "Phototag" application.
Are there any APIs or repositories with similar functionality, or maybe even C# libraries?

In C#, it’s unlikely, as they wrote, to make your own neuron.
