Where can I find the idea manager software?

You need an idea manager for internal use or software from which you can mold it.
The functionality is simple:

• the ability to create a template for filling (or the ability to add arbitrary fields),
  
• categories,
  
• vote,
  
• notification of users (with the ability to subscribe yourself),
  
• statuses (accepted, considered, rejected, etc.),
  
• the ability to filter (by categories, statuses, dates, votes, etc.),
  
• setting rights (everyone votes, someone creates, someone changes statuses),
  
• ldap authorization
  

Bitrix ideas, it seems, have a very simple system of rights.
IdeasMine seems to fit, but it's a little expensive (370 euros once and another 250 euros per month)
I thought to adapt redmine, but there is no voting plugin for Issue.
Theoretically, you can adapt some forum, but I could not find the necessary one.
So I'm asking the community for help.
