Where can I find technically literate article writers?

I am a happy owner of a small, but nevertheless growing, IT forum (if anyone is interested, I will drop the link in a personal message). In the next topic about a site for programmers, I read an interesting piece of advice regarding attracting new users with articles about little-seen technologies.

In this connection, a question arises. Advise where to find people who are able and willing to write several articles on such technologies for a reasonable price (for example, Go or F # languages \u200b\u200b- I know almost nothing about them).

Any content exchanges are definitely not suitable - there people only know how to write about cars and pvc windows. Maybe someone has a successful experience with freelancers? In this case, please share their contacts. Perhaps you would be interested in taking on such work (or helping the site for free - what the hell is not joking). Then, please, write in a personal or on afiskon (gaf) gmail dot com.

Option 2: looking for an intelligent resource in the IT direction you need in the English-speaking area and paying money to IT translators :) It
's nice if you indicate where the link is from;)
It's also nice if you yourself understand what you are doing and not take pieces of articles out of context, but to take a whole direction and translate all the articles, so that we, who read your site, would be interested and fully disclose the issue.

Oh, in vain you posted mail for everyone to see :) Spam will fall right now.
I would look for such authors among students starting from the 3rd year.

On freelancing, you place an ad and indicate that quality is a priority, you also look at approximate prices there (not forgetting that you need quality).
Carefully check those who you select for knowledge of the subject, because you can run into “just rewrote” :(

Arrange a competition for the best article in several technical areas, promote it through twitter.ru. Naturally, there should be some prizes, and the best article should be chosen in each of the directions.

Allow me a little offtopic: how much are the approximate cost of such articles that TSU needs? And how are they evaluated?
