Where can I find photo editors for the site?

Before uploading a photo to the site, I want to edit it, but I just don’t know how. Help me choose an editor, you can online. And preferably free. There is a choice of Photoshop Online Tools (does not work with png), picasa (recently closed) and pixlr and fotor.
Maybe someone else can suggest something. I would like a lot of effects and settings, and also that the weight of the picture does not change much, but this is a trifle. Maybe if there are desktop applications or online
