Where can I find MWINCH.EXE to format the Robotron 1910 disk?

A misfortune happened - the file system on the hard drive of Robotron 1910 got corrupted (neglected parking), and in order to format the drive, the MWINCH.EXE utility is needed. Where to take it? Googled it, couldn't find it...
