Where can I find literature or articles on developing interfaces for windowed applications on Windows?

I am just learning how to program in C#. I have a Winforms and WPF application, my semi-study, semi-work project. And the question always arises - where to "put" this or that button? How to place this or me element? How to make the program "usable"? How to make the program nice to the eye (I don't mean change colors or styles, but make the interface not "slick")? And I didn’t find literature on interface development on Windows, although there is a lot of such literature on website development.
Well, in fact, every other time I come across programs with a wildly overloaded interface, or, say, I am faced with the fact that it is almost impossible to find some kind of setting without Google.
What would you advise on the topic? Maybe everything is at my fingertips and I just don't know how to dig. Maybe something on UX / UI using the example of windowed Windows applications? Thank you in advance.

Practice, practice and practice.
Plus useful books like "The Art of Elephant Washing" and "Psychiatric Hospital in the Hands of Patients." There is nothing specific in Windows or WPF, the same problems and similar solutions are everywhere.

Wpf needs to be studied, there are plenty of books, although not cheap
