Where can I find illustrations under open licenses?

Faced the problem of finding different illustrations. I would like to use it legally, but there is not much budget to buy everything on stocks. I don’t want to take pictures from Google. Perhaps there are some stocks with a free section or special sites with open illustrations?
Since there is a music safe, there must also be images "open" somewhere.
