Typical 1C configurations are not free, they are licensed.
Most of the configurations created by 1C franchisees and independent specialists are created on the basis of standard ones during their implementation, and are subject to standard licenses.
There are very few configurations written from scratch, the so-called "netlenki", as a rule, created by a small group, or even one specialist, these configurations are rarely distributed, as a rule, they are highly specialized, and the authors are not at all eager to distribute them, and no one can disassemble them doesn’t particularly want to, because introducing someone else’s imperishable is still a pleasure.
