Where can I find examples of code/script that extends WhiteList in blockers?

Ad blocking

The administration gave the task - to find a suitable blocker where you can configure WhiteList programmatically. Roughly speaking, in my C++ code I write a class that finds the blocker configuration file where the same list of exceptions is stored. It then adds the desired addresses to this list and overwrites the file. uBlock was suggested as an example.
I searched for half a day where this list is stored, but I did not find it. More precisely, I realized that it was stored in encrypted form, but did not understand where. The problem for me is also that I have never dealt with extensions (and had no desire), and there are none in our company.
Most likely, if I do not dig up a quick solution, then I will persuade the authorities to take freelance for a one-time project. But before that, I'd like to hear from people in the know if I'm being too dramatic. That is, there is a good blocker in which everything is easily configured, but I just cannot find it.

In Firefox, the "whitelist" actually sits in the AppData\Roaming\Mozilla\Firefox\Profiles\\adblockplus\patterns.ini file. And, as I understand it, it is open, i.e. without keys.
But I need Chrome more. We're testing one of the countless Chromium-based browsers, and testing ad blockers, for clients. In Chrome, I found a "white list" in the Preferences file, but it seems that it is generated with keys (we are talking about AdBlockPlus). For now, I'm still researching.
In parallel, I will convince the authorities to look for knowledgeable people, well, or they gave me such an opportunity.
