Where can I find eBook templates for iOS?

The task was to publish several books for easy digestion on apple devices. Since everything is not so smooth with the iBookstore in Russia, it was decided to publish as separate applications. The question now is, where can I find a convenient template for an application in which to integrate a book? Interested in a minimum set of functions: pleasant page flipping, saving the number of the last viewed, adding bookmarks. Where can one find a similar one? Or is it easier to order from freelancers?
PS I have iOS development skills, I don't have time to write an application and debug it.

There may be problems. Personally, twice in a row I was refused by Apple reviewers in publishing an e-book (I must say very simple) in a self-made application. They sent it to iBooks Author, they say, do it in it, we developed it specifically for such applications.

And what are the problems with iBooks Author in Russia? I just thought that this is the same as with applications, only another program instead of Xcode.
