Where can I find CRM for HOA (electronic control room)?

The task is to organize an electronic system for recording the time of employees for the HOA (Association of Homeowners), namely the EDS (Unified Dispatch Service).
In simple terms, there are 10 electricians, 10 plumbers, 30 cleaners and other employees who serve the housing stock of about 200 apartment buildings. There is a single telephone - a dispatcher, to which residents call and complain that their pipe has burst, the entrance is dirty, and so on.
You need some kind of solution (something like CRM), or an add-on to an existing CRM that would help the dispatcher monitor all employees working "in the field", control them, display reports, and so on.
