Where can I find a system for sending a congratulatory letter to clients?

Good afternoon.
The task is to make or find for our Office managers a script with an admin panel, where they could enter:
- Subject of the letter
- Last name and First name
- Mail address of the client
- choose one of 5 html letter templates to send (there will be only one line in the letter, which changes - this is the Last name and first name, so that it is "Happy Birthday, Vasya Pupkin ")
These templates, as an option, will simply lie on the server in separate files
. Can someone tell me about a ready-made solution or one that can be converted to this functionality?

1) if this is for example 1-2 letters per day, then the Thunderbird or Outlook mail program will do

Thanks for the advice, but I would like to place a script on our server, we have a maximum of 1-2 per day, and then not every day it will be sent
so that there are only a few fields that office managers in branches can choose....
