The story is as old as the world. I have a billion dollar idea. There is a detailed idea about the product: target audience, target content, business model, development directions for months and years, nearest competitors and what to do with them.
There is no command. All startup farms that I have found and are still alive, work only with established teams.
In short, where and how to assemble a team of interested developers for a person who does not belong to IT parties and does not have acquaintances among programmers of the required profile?

I foresee answers like: “Doing startups is already a sign of bad taste” and “Uh, my friend, you are too late. The startup boom is long gone.” OK.

In any case,
you will have to go through certain stages in the implementation. * Project Architect- a person who has some experience and skills to build the "architecture" of the project from scratch. Architects are people who are able to “launch” business processes, people who are able to see “pitfalls”. Those who know how to do from a practical point of view what is called "implementation". These are those who are able to take responsibility for a certain “front of work”. For them, participation in the project is primarily a “professional” interest, an opportunity to “raise their own bar”. BUT (!NB!) unlike the participant - "Co-founder", the participant-"Architect" in the main project is, though Expensive, but still, EMPLOYEE. Yes, you can "lure" a professional with "prospects", a good professional if he feels that “there is something interesting and promising for him in the project”, of course he will “be lured.” However, you understand, and the professional understands perfectly well that “he gets 20-30 tr from you. per month, and in an established office he could easily receive at least 100-120 tr, and ALL that keeps him going is INTEREST and PERSPECTIVE. So, do not deprive the "professional" of this perspective! Therefore, keep the conversations “sorry, the project has not taken off yet, there is no money this month” immediately leave it to yourself! Verified by many people already. It won't take off at all. You need to have something other than an idea. This is either money, or experience in a particular field, or a team.
Moreover, if you have not encountered IT, then you will not take off with both hired employees and contractors. Hang noodles / throw / squander all the money. It has also been tested many times by different people. A team of enthusiasts is the least risky way, you will just waste your time and scatter. The bonus here is the acquisition of healthy cynicism.
Put your idea aside and start by acquiring specialized experience.

I would start by building a simple prototype. You can hire a freelancer: you just need to see that he has a sufficient number of reviews for a decent period of time.
