Where can I find a link to an innovative upsampling / interploation algorithm (it was on Habré)?

For a long time on Habré (and not only on Hacker News) there was a blog post on how very high-quality vector images were obtained from pixel drawings by some new interpolation. Now I can’t find this post, but I would like to get this algorithm (if it exists) to try to implement it or apply it to video.
If you don't have a link to the post, but there is some similar information on this topic (how to take a pixel low-res image and interpolate with non-standard means) - I will also be happy.
