Hello.
Where can I consult about the opening of a state of emergency, sole proprietorship?

Actually, there is a website, services for individuals and legal entities. Geographically, for now, Ukraine, in the plans of the Russian Federation, Belarus, possibly the Baltic states.
I want to open a private enterprise or sole proprietorship in Ukraine to pay taxes.
Also open a state of emergency in Estonia for customers from the EU.

Is it possible to open a state of emergency in Ukraine for my wife, and in Estonia for me?
How to arrange all this correctly?
Or is it easier for Ukraine and Estonia to be issued to me?

Open quietly FOP in Ukraine for yourself, what's the problem? This is enough to work with Europe (and the rest of the world), FOP on the 3rd group according to our KVED can conduct foreign economic activity. I have a FOP, I work in white, most of my clients and projects are Europe, USA, Canada, Australia. They pay by ordinary bank transfers to a foreign currency account.
The only negative is that Stripe, PayPal and many other services do not work in Ukraine, but Paddle or even Privat LiqPay may well be enough for you. In general, to open a legal entity in Estonia, you need a good reason that stems from the inability to do something in Ukrainian jurisdiction or because of specific EU requirements (for example, some kind of licensing).
As for consultations - in general, everything is very simple there. How to open sole proprietorship, accounts, make electronic keys and a signature, how to keep tax records online, etc. - all this is on https://taxer.ua/ and official resources. Well, already on private nuances, you can seek additional advice - an accountant or a lawyer.

In Estonia, it’s easier through an office, you get a residence permit, then everything is easier.
