Where can I complain about an app?

As for me, the application violates not only the rules of the Stores (PlayGoogle, Apple AppStore) but also allows legal violations. At least EU legislation, RF. Application jurisdiction is EU - but provides service to the whole world.

Their Agreement, like everyone else, states that they can do everything, and Users can go to ... But legally such statements are void, they are obliged to comply with the law, and provide and protect the rights provided by law. This is a question I would like to discuss with someone. But I don't know where to turn.
* PlayGoogle - you can complain about the application, but there are very few characters given in the description. I would like to send them an email, but they don't give email.
* I found a site on the type of consumer rights in the EU - I'm not sure if this is the right organization, but I also wrote to them. Waiting for answers
* I sent the essence of the claims to the public media - but everything is purple, no one even answered. From this I conclude that my problem is far-fetched. But I would just like to understand

Please tell me. Perhaps there are some organizations that provide assistance in such matters. Even just for advice. Or an email address where you can send a reasoned complaint (claim) regarding violations by the developer of the application of the EU legislation
