IMHO this is nonsense! It is necessary not to test, but to create a fail-safe scalable cluster.
Further, with a lack of power, you can add at least 100,500 servers.
And to raise 100K virtual machines for a test, provided that the virtual machine costs $ 1, you already need $ 100K.

I agree with Developer - I recommend services like Loadimpact, Blazemeter, etc.
As for virtual machines - AWS, GCP - there is per-minute-per-second billing, but in any case there will be a lot of fuss.
