Encrypted VPN on NPE license?

On tsiska 1921 there is a license with NPE, respectively, there can be no talk of any isakmp.
Raised a VPN server without encryption.
On Vindovy VPN connection it can be connected.
But there is an attempt to connect using the Cisco VPN Client or Anyconnect, then the connection to the server does not occur.
As far as I understand, this is due to the fact that they require encryption by default. Right ?
How can I get around the problem in order to establish a connection through VPN clients?
