Where can I change the encoding of messages from Youtube?

Subscribed to the newsletter from Youtube. Letters arrive in KOI8-R. Kick-Ass! And this is in the 21st century. I can not find where to change to UTF8.

The official manual says

When you send each email, Gmail automatically selects the appropriate encoding for the language or languages it is written in. However, there is a chance that the sent email will not be displayed correctly to the recipient.
If recipients have trouble viewing emails you've sent, use "UTF-8 (Unicode)" encoding for outgoing mail. UTF-8 is a standard encoding that many email programs recognize.

Try to check in the mail settings - what encoding is set for outgoing, and which country is selected.
