Where can a novice coder find the first orders for a portfolio?

I am a beginner layout designer, I took online layout courses, so the question arose: "How to start compiling a portfolio?" I understand that you can find layouts yourself and make them up, but I want to earn at least some pretty penny. What resources or companies are there that give simple layout tasks for little pay?
Regarding the existing experience - three completed training projects ArtificialMan3000

I would recommend that you create your own portfolio website "I am a layout designer" first.
Practice. Show it to the society, useful criticism will help you not get into a puddle with the first real clients. And only then think about a portfolio that you can put on your own website.
When you are more confident in your abilities, you can not only offer your services, but specifically show what you can do. Moreover, when you learn, it will become easier for you to find a permanent job.
Companies where you will come Your portfolio is interesting. But the probability is 95% that they will immediately give a test task at a separate table. And indirect attention will be paid to your examples, which you did for an unknown time and it is not known with whose help. This is how I started years ... ago. Worked in a sweatshop but had to leave due to the death of both parents within one year. Could not work fully without being distracted. Moved to sales manager. And many years later, this skill came in handy for me, although a lot has changed.
Those. earning a pretty penny, in my opinion, should start when you don't have to blush for your work.
Then you can search for requests like "need a website" and offer your services. Moreover, at first, not for a penny, but even for the sake of a link to your site. This will help you a lot in the future. As it was already written above, you first of all need experience and professionalism.
I would not recommend starting as a freelancer with no experience. Not only will you be dumping in an already undermined market for website creation services. Your layout services are unlikely to be professional right away. one mistake is a trifle, and a bunch of stocks are hitting the industry as a whole with a growing shaft.
Clever customers decide not to pay money, but to do it "as for themselves" ...
Maybe you should start with a student salary for a trial period in a company that will teach you standards, professionalism, and interaction with colleagues? Plus a bunch of hidden things that no one publicly posts on the forums?
Hoitie to indulge - look for adventure. If you want to make this work the basis for development - look for a permanent job in a serious company. Perspective - assistance in related specialties. That one helped, then that. offer training. And gradually, with an understanding, you will move along the path:
web developer, designer, interface designer, programmer on ... anything that is in demand.
Or maybe you will become a team leader... There are a lot of options!
And who will you grow into by picking up penny orders from half-educated people who make HS on a "blunder"?

What resources or companies are there that give simple layout tasks for little pay?

None. There are a huge number of novice typesetters on the market that no one needs. So your task now is to increase your professional level and reputation, but for now you will have to forget about money.

There are not so many normal typesetters. But! I strongly doubt that your knowledge is enough for normal layout, tk. you have no experience. If there are no friends and acquaintances, then I recommend coming up with playful projects on your own.
