Where are the files on the site that the user uploads stored?

Suppose there is an opportunity on the site for the user to upload his files, pictures, audio recordings, videos, where is it all stored?
The same YouTube stores all the files somewhere, most likely on the server, do you really need a server for the same simple pictures?

Are the files converted to code? and stored in the database?

stored somewhere.
server is not needed. especially if you do not run into the limits of your hosting/vps.
if you get out, then it's already a server or third-party storages.
