Where and how to purchase licenses for educational organizations under the First Aid program?

Recently, the "director for work with the education system in Russia, Microsoft Rus LLC, sent to the Ministry of Education of the region

letter:

Everything is fine, the conditions are more or less suitable, but one thing.
I called the support service, they transferred it to the operator "through the line of business", who suggested looking for a regional representative.
https://www.microsoft.com/ru-ru/solution-providers... But, in the Amur region, no one, only Vladivostok and Ussuriysk.
Further: https://www.microsoft.com/ru-ru/education/buy-lice... or https://www.microsoft.com/ru-ru/licensing/licensin... And that's it. Again offers to find a regional supplier.
Question - who has a successful experience of buying these keys?
It is clear that you can buy through their Store, but there will be questions for the accounting department.
Anyone with similar experience, please share.

Only Authorized Education Partners (AEPs) can supply Microsoft software under academic licensing programs.
The search for MS partners works quite well and even finds a single partner with such a status in the Amur Region:
World of Computers and Office Equipment LLC, Blagoveshchensk, st. Zeyskaya 173a.
Judging by the site , it was once IP Strelnikov, and he has had this status since 2010. You can take it.)
Another question is how you will carry out the purchase if this software is not from the "list". Do you know about the schedule for the transition to the use of domestic office software, indicators of the effectiveness of the transition, and in general about the order of the Ministry of Telecom and Mass Communications No. 335 of 07/04/2018?
