Product promotion: I do not think that this can be done in 1 month. At least 3 months, and even for that kind of money, a marketer can only be found somewhere in the provinces or a freelancer remotely.
In truth: you need to make a site yourself (buy inexpensive hosting (for wordpress from 200 rubles a month), set up wordpress + buy an online store template on themeforest will cost you 3-4 thousand with all the cool plugins), but you need to strain your mind and figure it out in topic.
