Where and how to find an audience?

Good day. For a long time, I have been tormented by such a question as where and by what means to seek, gain an audience. Let's say there is a service, or some software product that is still in development, and .. for example, let's say there is a development diary for it - some kind of blog, or a group in VK (I don't really like VK myself, but the community system is there really convenient). So, in this blog there will be entries about what is being worked on, how, what, where and when it will be, what is ready, what will be next, and so on and so forth. Where and how to find followers? Let's say that people would simply express their opinion, what they think about this or that, that it would be possible to ask for general advice (or, say, arrange a vote), and so on.
