Where and how much to shoot Payoneer in Russia?

Interested in where and with what commissions to withdraw small (100-500 dollars) amounts from Pioneer cards?
On the pioneer it is written that they charge 3.15 per transaction and something else, but they do not specify what. I would like to know what else.

I rented it at VTB, which, according to him, does not take commissions. The commission was: $3.15 + 7% per conversion (relative to the Central Bank rate), or 5.8% per conversion relative to the MICEX rate, or 4.7% per conversion relative to the best rate from banks, or only 1.5% relative to the worst rate from banks.
Some tin. In rubles, it is definitely not an option to withdraw from the pioneer. More expensive than paypal by $3.15 + by about 4% when converting. Taking into account the limits of banks (7500r in VTB) and commissions, the payoneer costs more than a stick somewhere by 6.5%
. In general, in this experiment, I will probably refuse to use the pioneer card.
