Where am I wrong in the request?

Prompt, in what not so can be with request. But I can't find the error:

insert into "USERS"(userblob) values (pg_read_file('D:/foo/img.png')::bytea) WHERE id>1;

Swears on the WHERE condition. I tried putting "id" in quotes, but it didn't work...
