When you turn on the motherboard, DRAM and CPU are on, what's the problem?

I assembled a computer according to the following characteristics:
Intel core i3 6100
Msi h110 eco
Gtx 1050
Thermaltake tr2rx 1000w bronze
Kingston Hyperx fury ddr4 2133
When turned on, two indicators on the mother, dram and cpu, are on, what could be the problem?

The manual says "if the lights are on, then the processor and memory are not defined."
