When you click on the volume icon, instead of the volume slider appearing, the keyboard layout is set to default. What is the reason and how to fix it?

Good afternoon.
I'm on Windows 8.1. When you click on the volume icon in the lower right corner (I think it's called area\notification panel), the keyboard layout switches. It seems that there is nothing superfluous in the system, everything works properly. In what direction would you advise looking to solve the problem?
PS Antivirus is silent, Linux\Mac is not an option.

Upd2. After a reboot, the problem disappeared, it was not possible to repeat it. Thanks again zmeyjr.

In the language settings, look at the setting for the layout, point 2 is the instructions www.outsidethebox.ms/14181
In fact, there is an assumption that when you switch to the volume, you simply have the default layout set.
