When Windows boots up, all usb devices are turned off, how to fix it?

It all started with my decision to install ubutnu . I downloaded wubi and started installing OC, booting from it gave me a couple of errors (something about the wrong partition), okay, it doesn’t matter, I thought and decided to google in Windows for an error, clicked the reload button and chose Windows when loading the BIOS, but When Windows loaded, the keyboard and mouse stopped working. In linux and bios, the mouse and keyboard work, but not in windows.
I googled and didn't find anything useful.

sounds unrealistic, you need to clarify:
1. What kind of mouse and keyboard (ps2 \ usb)
2. How many hard drives and how many partitions,
3. how are the disks partitioned and where are Linux and Windows installed, which disk is bootable
4. what does the linux \ windows selection screen look like, if it is
5. is there a problem if you completely turn off the computer and turn on Windows
