When updating the TP, the products are updated?

Tell me, please, if information about the TP (offers.xml) comes from 1s, and the import.xml file is empty, will the product be updated along with the TP?
What is the first thing in this case, is the product updated, or TP? How to find out?
Is it possible to deactivate other TPs that were not included in the offers.xml upload?
