When turning on the PC does not turn on well, what's the problem?

Greetings gentlemen! I don't know if you've seen this problem on PC. I noticed a problem recently, the thing is, when you turn on the PC, it does not turn on.
Speaker let me know that it turned on, but I know for sure that it didn’t turn on completely because it quickly turns off through the power button. The monitor just lit up, no loading screen, just lit up.

I suspect that the problem is in the battery where the motherboard is, but the new PC has not been a year old, I assembled it in September.
Windows doesn't seem to matter. But I strongly suspect that when I restart the PC, I tried restarting through Windows and through the case. I don't even know what the problem might be.

The problem was in the power supply. He brought another, and checking I hear the sound of the speaker, about how he turned on. I look at the status indicator in the power button. The indicator shows that it works.
Rebooted twice and see what works.
