When trying to build an Angular PWA app, ngsw-worker.js is not generated in the project build?

On Angular 13 with the new Angular PWA package, everything works as instructed, but I maintain the project on Angular 11 and everything except ngsw-worker.js is generated in my dist/ folder. The assembly is listed as production, but the Service Worker cannot be deployed due to its absence . in assembly.
I do everything as per the instructions for Angular PWA, Everything is there - and the manifest file is written in the modules ..... but ngsw-worker.js is not.
I scoured the internet but didn't find anything.
Has anyone experienced this?
