Bitrixoid comrades, good evening! Prompt though where to dig if the direct answer is not present.
I'm transferring the project on Bitrix from cp1251 to utf8, on the local (bitrixvm) everything converted perfectly. I make a local backup, transfer it to the hosting (Timeweb) - the Cyrillic alphabet is not displayed in the public (instead of the Cyrillic alphabet, it is empty). In the admin panel, the same problem is with the names of sections / elements, the names of IB types. Screen below. I repeat that on the local machine (the same backup) there is no such problem.

UPD: correction. Cyrillic is displayed in public. Cyrillic menu, workspace content, footer text, etc.
Names of IB sections, descriptions of IB sections, descriptions of elements are not displayed .
UPD2 Cyrillic descriptions of elements are still displayed in some places. Very strange.
