When submitting a form to Bitrix24, Cyrillic is not displayed, everything is ok with numbers and Latin, what could be the problem?

When submitting the form, the leads get into the system, but the Cyrillic alphabet is not displayed at all. There is no such problem with numbers.

The problem is in encodings. They don't match.
If the form submits to Windows-1251, then it must be UTF-8 or vice versa.
