There are windows 7 installation files on the hard drive, but when I try to boot from the disk, it just says "BOOTMGR is missing".

Try to disable everything except the boot disk (keyboard, mouse, stereo, external media), recheck the connection to the disk. I had a similar problem, I reconnected the hard drive and everything worked, try the same.
