When should I start placing an order for Upwork?

I have an order now in the Active proposal, but almost all the sources are on hand. Should I start ordering?

This is not an order yet, this is the stage of negotiations. That's when the client sends an offer and you accept it, then you can start.

If time wagon why the project has not been done yet?

Unless you have absolutely nothing else to do.
An active proposal does not yet mean that you have an order, so be prepared that no one will pay for the time spent.
