The OS is installed on the server - Windows Server 2012R2. Raised roles - active directory, rds, dns.
Users added. They log in fine. Applications installed can be launched, but it is not possible to launch the following applications, such as explorer.exe (file and disk access).
Gives an error: Application server error :{28 ....}
Google didn't help much. Can someone tell me where to look?

At the same time, this key is in the HKEY_CU\Sowfware\Microsot\ registry.
It contains CLSID_DesktopExplorerHost and so on ... Do you
