When running explorer.exe, it gives Windows Server 2012R2 Application Server Error?

The OS is installed on the server - Windows Server 2012R2. Raised roles - active directory, rds, dns.
Users added. They log in fine. Applications installed can be launched, but it is not possible to launch the following applications, such as explorer.exe (file and disk access).
Gives an error: Application server error :{28 ....}

It contains CLSID_DesktopExplorerHost and so on ... Do you

These all roles are lifted on one server? Do users run remoutapp or go to the slave table?
