When is it possible to rate and review after publishing on Google Play?

Posted applications, passed moderation, published.
But none of my friends (I didn’t succeed either) can rate, an error pops up: "Error while receiving data from the server: [RPC:S-9:AEC-9 <always a different key of the form XXXX-XXXX-XXXXX>]"
Sounds like a bug on Google's side.
Wrote in those. support has not yet been answered.
Nobody faced this? Is there a description of these error codes somewhere?
And in general, does the ability to rate it depend on the number of downloads?

In order to put an end to the i, I will quote the answer that came from Google:

Please note that the Account Owner of the Console that owns the app will not be able to comment on the application. Also users who are Alpha/Beta testers will be unable to leave reviews at this time. They will need to use the Feedback channel listed in the Developer Console.
If your normal production users are unable to leave reviews this is considered a user-end error on the Play Store itself

It turns out that if you launch an open beta test, then all testers will subsequently not be able to leave a review or rate the application. And they will get an incomprehensible error.

The mistake is on their side. Have you tried rating other apps?
